PENGEMBANGAN INSTRUMEN PENILAIAN KINERJA ASUHAN KEPERAWATAN BERBASIS WEB DI RUANG RAWAT INAP

Abstract
The assessment process is an important stage in human resource management. This research aims to develop nursing care performance assessment instrument based on web. The first stage was descriptive explanation that described performance assessment system evaluation of nursing care. FGD conducted nursing management of hospital to discuss an issue which was result of FGD with nurse. Instrument was developed and tested the content validity. The result was from trial test of assessment of instrument quality which was conducted by head nurse, nurse (self assessment and as peer), and patient. It was taken with e purposive sampling technique. Method was checklist with Instrument Standart: A, B, C yet the implementation was not optimal. Feedback of performance assessment result have not done optimally. The contents were the nursing process (from assessment to documentation nursing) and professional performance standard (caring, collaboration, speed response, empathy, courtesy, sincerity). Trial test of instrument were functionality (84.09), reliability (79.55), usability (81.82), efficiency (81.82) and portability (79.55).Web was used for storing data and processing result quickly. Hospital should consider this research as input to improve instrument of nursing care performance assessment and use web as means of nurse performance assessment.

Abstrak
Proses penilaian merupakan tahap penting dalam manajemen SDM. Tujuan penelitian untuk mengembangkan instrumen penilaian kinerja asuhan keperawatan berbasis web.Tahap pertama adalah eksplanasi deskriptif yang menggambarkan evaluasi sistem penilaian kinerja asuhan keperawatan yang telah ada.FGD dengan manajemen keperawatan di RS untuk membahas isu hasil FGD dengan perawat.Instrumen dikembangkan dan diuji validitas isinya.Hasil akhir penelitian ini adalah penilaian mutu instrumen melalui uji coba oleh multisumber yaitu kepala perawat, perawat pelaksana (self assessment dan sebagai peer) dan pasien yang diambil dengan teknik purposive sampling).Metode penilaian dilakukan menggunakan checklist sesuai standar instrumen A, B, C Depkes (1998) namun pelaksanaannya belum optimal.Umpan balik hasil penilaian kinerja belum dilakukan secara optimal. Isi instrumen penilaian yang dikembangkan berupa proses keperawatan (pengkajian sampai dengan dokumentasi keperawatan) dan standar kinerja professional (caring, kolaborasi, kecepatan respon, empati, courtesy, sincerity). Uji coba instrumen penilaian kinerja asuhan keperawatan dengan hasil akhir penilaian mutu instrumen dari sudut pandang pengguna menurut ukuran functionality (84,09), reliability(79,55), usability(81,82), efficiency(81,82) dan portability (79,55). Web digunakan untuk menyimpan data dan mengolah hasil dengan cepat.Diharapkan bagi RS menjadikan hasil penelitian ini sebagai bahan masukan untuk mengembangkan instrumen penilaian kinerja asuhan keperawatan yang sudah ada dan menggunakan web sebagai sarana penilaian kinerja perawat.
