Mangenal Manajemen Bencana
Abstract
Bencana adalah situasi yang terjadi yang menyebabkan banyaknya korban jiwa, kehilangan harta benda dan kerusakan lingkungan atau infrastruktur. Penyebab bencana bisa karena kondisi alam, non-alam atau perbuatan manusia. Berangkat dari tragedi nasional, yaitu terjadinya bencana Gempa Bumi dan Tsunami di Provinsi Nangroo Aceh Daarussalam (NAD), pada hari Ahad, 26 Desember 2004 silam, yang menyebabkan dua ratus tiga puluh ribu jiwa meninggal dunia (Kompas.com, 26 Desember 2020) dan yang lainnya sakit dari ringan hingga berat, kerusakan dan kehilangan harta benda serta kerusakan infrastruktur yang sangat parah, kemudian diikuti oleh Gempa Bumi di Daerah Istimewa Yogyakarta (DIY), khususnya daerah Kabupaten Bantul yang paling parah, serta sebagian daerah Jawa Tengah pada 27 Mei 2006. Dari dahsyatnya kejadian di atas, menimbulkan berbagai spekulasi di antaranya, karena pemerintah dan pemerintah daerah serta khususnya masyarakat di kedua daerah tersebut dan masyarakat Indonesia secara nasional belum memiliki kewaspadaan terhadap kemungkinan terjadinya bencana di wilayahnya. Untuk menjawab hal tersebut, DPR RI memiliki hak inisiatif dengan mendorong lahirnya Undang-Undang Republik Indonesia, Nomor 24 tahun 2007, tentang Penanggulangan Bencana, yang kemudian lahirlah suatu strategi manajemen bencana baik sebelum, saat dan pascabencana.
